Pain Relief as a Human Right


“Human Rights Law

One response to the undertreatment of pain has been to promote the concept of pain relief as a public health issue of such critical importance that it constitutes a universal human right. International human rights are articulated in the foundation covenants of the United Nations: the Universal Declaration of Human Rights (1948), the International Covenant on Civil and Political Rights (1966), and the International Covenant on Economic, Social and Cultural Rights (ICESCR, 1966). ICESCR articulates the right “of everyone to the enjoyment of the highest attainable standard of physical and mental health.”
